Comprehensive Master PlanChapters 1 & 2IntroductionSturgis is a vibrant historic community in a strategic location for future growth. The city’s prospects present both exciting challenges and opportunities. Sturgis began in the shadow of Fort Meade, providing goods and services to the soldiers. Like many Black Hills communities, Sturgis has its own rowdy history. While other settlements died with the end of the gold rush, Sturgis continued to prosper. The region’s history and the Sturgis Motorcycle Rally continue to create a growth and development opportunity for the city. The Sturgis Plan is designed to provide a comprehensive vision of the city’s future, based on taking actions that will improve the lives of residents and make the city uniquely attractive for potential growth. THE ROLE OF A COMPREHENSIVE PLANpurposes. The first provides an essential legal basis for land use regulation such as zoning and subdivision control. Secondly, a modern comprehensive plan presents a unified and compelling vision for a community, derived from the aspirations of its citizens; and establishes the specific actions necessary to fulfill that vision. Legal Role Communities prepare and adopt comprehensive plans for legal purposes. South Dakota State Statues enable cities to adopt zoning and subdivision ordinances to promote the “health, safety, or general welfare of the community.” Land use regulations, such as zoning ordinances, recognize that people in a community live cooperatively and have certain responsibilities to one another. These regulations establish rules that govern how land is developed within a municipality. However, a city may not adopt land use ordinances without first adopting a comprehensive development plan. This requirement derives from the premise that land use decisions should not be arbitrary, but should follow an accepted and reasonable concept of how the city should grow. Under state statutes, a comprehensive development plan must address, at a minimum, the following issues:

We love their attentive customer service, their unique merchandise, and the special atmosphere of their stores, as opposed to the cookie-cutter retail chains that all seem to sell the same thing. The team of Kadrmas, Lee & Jackson and RDG Planning & Design is honored to have been retained by the City of Sturgis to develop a new comprehensive plan for the community. We are pleased to welcome you to this process, and are excited to build on the work already accomplished by Future Sturgis to work with you to develop a blueprint for the growth and development of Sturgis. Our entire planning process is built on a partnership with citizens of Sturgis, and we are beginning this work with a visit to Sturgis to kick off the plan. We will be in town next week, March 8 through 10, and will be meeting with Future Sturgis committees, the Planning Commission, and the plan’s steering committee. These meetings will be informal sessions to talk about the city and its issues and opportunities, and to learn more about the city and the perspectives and priorities of Future Sturgis. Sturgis Community Development Director Rick Bush is developing a schedule and will be in touch with you via email about specific meeting times. We hope that we will have the opportunity to meet you during our initial visit next week. In addition, we have posted the scope of work for the planning process and a copy of the PowerPoint presentation that we made to the consultant selection committee to the project website. We hope that this will provide an introduction to the process.
